GOVERNANCE REGULATIONS

 

 

  1. General provisions

 

1.1 In addition to those specified here by the league, the governing regulations are those of Baseball Quebec.

 

1.2 The Board of Directors of the LFBQ, in the person of the V-P and its rules committee, has the responsibility to rule in relation to any dispute over the interpretation of these regulations. To be considered, any complaint must be sent by email to the attention of the V-P of the league, cc’ed to the president.

 

1.3 The LFBQ is strictly for girls and women. Recognized divisions are: 9U, 11U, 13U, 16U, and 17+, in A- and B-Class. Adults of all ages can participate.

 

1.4 The LFBQ receives registrations from girls and women's teams formed by Baseball Quebec member associations. A player cannot register individually in the league. A team can register full-time, half a season, or a quarter of a season.

 

1.5 The LFBQ reserves the right to overclass or underclass any team before the season or during the season.

 

 

  1. Number of games

 

A full regular season is 20 to 24 games. Half a season is 10 to 12 games.  A quarter of the season is 4 to 6 games.

 

 

  1. Pre-game

 

The home team must hand over the field to the visitors no later than 20 minutes before the start of the game. The field must be cleared for the five (5) minutes leading up to the game.

 

 

  1. Game postponement

 

4.1 The home team must notify the league, its officials (umpires and scorers) and its opponents at least two (2) hours before any cancellation of the game due to bad weather or poor field conditions.

 

4.2 A game scheduled no later than 15 days before the end of the regular season and not played due to bad weather or field conditions will be postponed. The home team, after consultation with the opposing team, must notify the league of the postponement date of the game within fifteen (15) days of the cancellation.

 

Fine: $25 levied on the home team

 

4.3 A game may not be postponed for any reason other than those related to bad weather or poor field conditions, unless there are exceptional circumstances and with the prior agreement of the league's scheduler.

 

Fine: $25 levied on both teams

 

4.4. An unofficial game stopped due to bad weather or darkness will be suspended and resumed from the stopping point with the agreement of both teams. It will be cancelled if this agreement cannot be obtained. The home team must see to any rescheduling.

 

If the suspended game is resumed:

 

- game duration will resume from the stopping point;

- a player absent during the initial game but present for its resumption will be added to the bottom of the lineup;

- a player present during the initial game but absent for its resumption will be removed from the lineup and will not be an automatic out;

- a pitcher removed during the initial game cannot pitch in the resumed game;

- the scales (barèmes) governing the maximum number of innings pitched per day and per week apply to the initial and resumed games;

- teams must bring the initial game’s score sheet to the resumed game.

 

 

  1. Absence

 

Any team failing to show up for a scheduled game will lose it by default and will receive a $100 fine, payable to the league within 7 days of the absence. Payment is the responsibility of the association or region. Non-payment will result in an indefinite suspension of the offending team and the loss of subsequent unplayed games. The fine will be $150 and the head coach will be suspended for 1 game if the absence is not reported to the opposing team at least 24 hours in advance.

 

 

  1. Cessation of activities

 

Any team withdrawing from the league during the preparation of the schedule or at any subsequent time will be fined one hundred and fifty (150) dollars.

 

 

  1. Submission of game results

 

The home team must submit game results to the league site no later than 24 hours after the end of the game along with pictures of score sheets.

 

Sanction: $25

 

 

  1. Standings

 

8.1 Two (2) points will be awarded for a win, and one (1) point for a tie.

 

8.2 Final standings will be based on the percentage of points earned against the maximum reacheable by the team.

 

 

  1. Protests

 

Protests are accepted only during playoffs.

 

 

  1. Expulsions

 

See Baseball Quebec's Governance Regulations, Section H ("Discipline") and Section I ("Appeal Procedures").

 

 

  1. Dugouts and players’ benches

 

11.1 The maximum number of coaches allowed in dugouts or on the bench is four (4).

 

11.2 A bat girl or bat boy is allowed. He or she is not an adult and is not a coach.

 

11.3 Each team must dress at least one female coach. No sanctions will be applied in 2022. Player-coaches are allowed in 17+ and are counted as part of the four-coach maximum.

 

 

  1. Balls

 

The home team must provide two new balls and another ball in good condition. Under uncertain epidemiological conditions, both teams will have that responsibility.

 

 

  1. Team rosters (cahiers)

 

All team cahiers must be registered with the league via the Spordle website no later than 15 days before the start of the regular season. A team can always add players to its cahier after registration.

 

 

  1. Classification of teams

 

14.1 The league will register 9U teams in Class B. It will create a 9U-A division only if teams wishing to play 9U-A request it.

 

14.2 The 11U, 13U, 16U and 17+ will be governed according to the following scales (barèmes) based on the number of girls teams created by the region in the previous year, all leagues combined:

 

  1. a) Only one or no team created the previous season: permission to register one or more B teams in the LFBQ without restriction regarding the creation of A teams.

 

  1. b) From 2 to 6 teams the previous season: registration of B teams in the LFBQ presuming the creation of at least one A team, registered in the LFBQ or elsewhere.

 

  1. c) At least 7 teams the previous season: registration of B teams in the LFBQ presuming the creation of at least two A teams, registered in the LFBQ or elsewhere.

 

14.3 These scales will not be mandatory in 2022. Regions are invited to make the necessary effort to ensure healthy competition in each division/class.

 

 

 

 

GAME RULES

 

 

  1. General provisions

 

1.1 In addition to those specified here by the league, game rules are those of Baseball Canada and Baseball Quebec.

 

1.2 The Board of Directors of the LFBQ, through the league’s V-P and its rules committee, is mandated to rule on any dispute regarding these rules. To be considered, any complaint must be sent by email to the attention of the league V-P, cc’ed to the president.

 

 

  1. Duration of games

 

2.1 9U:  maximum length of 6 innings. Any inning starting 75 minutes after the start of the game will be the last inning and, in A class only, will be open. No inning can start after 90 minutes of play.

 

2.2 11U and 13U:  maximum length of 6 innings. Any inning starting 90 minutes after the start of the game will be the last inning and will be open. No inning can start after 105 minutes of play.

 

2.3 16U and 17+:  maximum duration of 7 innings. Any inning starting 105 minutes after the start of the game will be the last inning and will be open. No inning can start after 120 minutes of play.

 

2.5 Any interruption of 10 minutes or more is not counted.

 

2.6 The home team must notify the plate umpire of any curfew that may interrupt the game.

 

 

  1. Minimum number of players

 

The minimum number of players for a regular season game is 5 for 9U-B, 7 for 9U-A, and 8 for any other division and class.

 

Aware of the difficulties in securing callups, the league strongly encourages teams to lend a defensive player to opponents short of the minimum.

 

 

  1. Pitchers’ warm-up

 

4.1 The pitcher is entitled to 8 warm-up pitches at any time, except to replace an injured player where she is entitled to an indefinite number of pitches.

 

4.2 The umpire, at his/her discretion, may increase the maximum number of warm-up pitches in cold weather.

 

 

  1. Game equity

 

5.1 The set maximums for number of innings per pitcher per day/week in the regular season by a Class A player are those of Baseball Quebec:

5.2 The set maximums for number of innings per pitcher per day/week in the regular season by a Class B player are adapted from Baseball Quebec regulations, according to the following table:

5.3 Class A players and 17+ players may not pitch more than 25% of their team's scheduled innings for the regular season.

 

Penalty (5.1 to 5.3): $50 imposed on the offending team for a first offense and $100 for each subsequent offense.

 

 

APPENDIX: PLAYOFFS

 

* Player eligibility:

- Class B (all divisions) and division 17+ (all classes): having played in a minimum of 33% of games played by her team. (Players injured for a long time: to be settled on a case-by-case basis.)

- Class A (divisions 9U, 11U, 13U and 16U): having played in a minimum of 50% of games matches played by her team. (Players injured for a long time: to be settled on a case-by-case basis.)

 

* Governance regulations:

.games postponed only in case of rain or poor field conditions;

.absence of a team declared within 24 hours of game time: loss of game, fine of $ 100 payable before the next game;

.scores, photos of game sheets and the number of innings pitched per player must be entered in Spordle within 24 hours by the home team.

 

* Game rules:

            . The league will follow regular season rules for the most part, including the use of pitchers per day and week (see Governance Regulations, article 5) and the 10-run mercy rule.

 

            . The innings pitched count will be zero for each player at the start of the playoffs.

 

. A team will be able to play at any time with the minimum of 8 (or 5 in 9U-B). No automatic outs will be registered. There will be no lending of players.

 

. Games in preliminary rounds can end in a tie.

 

. Tie in playoff matches (semi-finals and finals):

     .use of additional open innings with the last two hitters of the previous inning acting as runners at 2nd and 1st base, with no outs; a hitter who did not complete her at-bat in the previous inning will return to bat;

     a visiting team leading by 15 runs in the open inning wins the game automatically;

     .for 9U-B: game extending according to usual 9U-B rules of play.

 

. Tiebreaker: see the formula used in section 41.8 of the BQ Playing Rules.

 

. Time limit:

                      .preliminary games: as in the regular season;  a game shortened by rain will be re-played entirely if not official;

          .playoff games: to be finished, without time constraints;  teams play the number of innings scheduled for the division (unless the game is shortened by rain and is official); a game shortened by rain will be re-played entirely if not official.

 

 

* Protests and any other dispute:

. three league board members will be available on call at all times;

.a protest will be lodged at the very moment of breach of playing rules, through the form to be completed online and with a deposit of $ 100 payable by Interac transfer or direct banking (and refunded later if successful); see the form at https://docs.google.com/forms/d/1vdHTNUMnyUGajR10tFr9f71CKzJGa6P3Jt_7Cv-t_ko/edit

.a decision will be rendered immediately and will be final.

 

* Award distribution protocol:

.for associations wishing to offer an award to players of the game: winners will be announced and awards will be given either by the scorekeeper or a league or host association official, after consultation with head coaches;

.for finalists: league or host association officials will be present at final games to distribute medals and banners;

.players and coaches will line up after each game where an award is to given.
